Over one year after clearing a series of small residential buildings and automobile repair businesses in Palms, developer Oakmont Capital has started work on a mixed-use apartment complex near the intersection of Overland Avenue and Venice Boulevard.

The project, which will consist of two buildings on a 1.2-acre site at 3664-3688 Overland and 3667-3673 Keystone Avenue, was recently issued construction permits by the Los Angeles Department of Building and Safety.  Plans call for the construction of two podium-type apartment buildings featuring 188 one- and two-bedroom apartments with 3,000 square feet of street-fronting commercial space and parking for 106 vehicles.

Oakmont Capital entitled the project using Transit Oriented Communities incentives, permitting a larger structure than would otherwise be allowed under the property's base zoning.  In exchange, a total of 19 of the planned apartments will be set aside as deed-restricted affordable housing.

Reed Architectural Group is designing the Overland Avenue development, which will consist of an eight-story building facing Overland and a smaller five-story edifice along Keystone Avenue to the east.  Architectural plans show that the buildings would include shared amenities such as a fitness center, a rooftop deck, and a swimming pool.

The Overland and Keystone apartments are one of three mixed-use buildings that Oakmont plans to build on Overland Avenue.  The other two projects would rise across the street at 3547-3555 and 3565-3585 Overland.  Elsewhere in Palms, Oakmont has also proposed a 50-unit apartment complex at the intersection of National Boulevard and Canfield Avenue.

The new development on Overland and Keystone would also sit just south of the Roy, a smaller mixed-use apartment building that was completed in 2018.  Immediately north of The Roy, construction began last year for The Jagger, a third apartment complex with ground-floor retail space.
