A car wash in the Pico-Robertson neighborhood could make way for a mixed-use apartment building, according to an entitlement application submitted yesterday to the City of Los Angeles.

The proposed development, slated for a nearly 26,000-square-foot site at the southwest corner of Pico Boulevard and Beverly Drive, would consist of a five-story building featuring 67 apartments - including seven affordable units - with 16,500 square feet of ground-floor commercial space.

Property records list the owner of the existing car wash and adjacent commercial building as two entities managed by Avy Azeroual.  Azeroual is a partner at Sun Equity Partners, a New York-based real estate investment firm.

The project applicant is listed as Reuben Robin, founder of real estate investment firm Concord Capital Partners.

According to city records, a different developer previously considered redeveloping the car wash site with a hotel.  However, plans were never filed for that project.

Just west of 9500 Pico, Canfield Development is now building a four-story, 25-unit apartment complex at 1400 Reeves Street.  

Two blocks west at Rexford Drive, another investor is planning to replace two single-family houses with a 29-unit apartment complex.
