Nine months after our last update, vertical construction is complete for a mixed-use development at 13724 Victory Boulevard in Van Nuys, and crews are now applying the building's stucco exterior.

The five-story edifice, located near the intersection of Victory and Woodman Avenue, replaces a used car dealership with 67 one-, two-, and three-bedroom apartments - including five set aside for low and very low-income households - above 2,100 square feet of ground-floor retail and parking for 80 vehicles.

Kamran Tabrizi designed the podium-type building, which is depicted in a rendering with an exterior of painted stucco and wood panels.  Architectural plans indicate that the project will include a rooftop deck.

City records list the project's developer as Reign Investments, LLC - an entity which is managed by Lior Mandelbaum.

The project flanks a similar development containing 49 apartments which was completed on a neighboring property on Woodman Avenue in 2018.  A third project, featuring 32 apartments and ground-floor retail, is planned on an adjoining site along Victory Boulevard.
