An empty commercial building located midway between Beverly Boulevard and Melrose Avenue could give way to a mixed-use residential development, per a recent presentation to the West Hollywood Planning Commission's Design Review Subcommittee.

The property, located at 401 N. Robertson Boulevard, is currently owned by the entity Harbour Hospitality, LLC, which acquired the site in 2022. Plans call for razing all existing improvements to clear the way for the construction of a new five-story building featuring five one- and two-bedroom apartments with 8,597 square feet of retail and office uses. Parking for 11 vehicles would be provided in a single subterranean level.

As the applicant has availed themselves of density bonus law to permit a larger structure than zoning rules would otherwise permit, one of the new apartments is to be rented at below market rates.

Formm Studio is designing the project, which would front Robertson to the east and Ashcroft Avenue to the south.

"The proposed project’s façade design consists of three distinct elements: the retail frontages and residential entry at the ground level, the stepped-back office frontage on the second floor, and the striated residential massing on the third floor," reads a staff report. "These components are unified through prominent curving design elements, which help soften the sharp corners of the trapezoidal site and create a cohesive architectural expression."

City records also indicate that Bosky Landscape Architecture is part of the design team.

The proposed project has faced pushback from the West Hollywood Residents Association, which has expressed that the scale and design of the building are incompatible with the surrounding neighborhood in a letter to the Design Review Subcommittee.
