An secluded patch of land in the midst of Ballona Creek could birth one of the most peculiar mixed-use developments in Southern California.

Yesterday, developer Ilan Israely submitted plans to the City of Los Angeles to construct a residential-retail complex on a triangular patch of land at 5000 S. Beethoven Street.  The project site, a 2.7-acre plot at the confluence of Ballona and Centinela Creeks, would yield 199 market rate apartments, 35 units of low income housing and approximatley 18,000 square feet of commercial uses. 

The property is largely isolated from the street grid, with vehicular access only provided via a utility road which flanks Centinela Creek.  The developer has requested a bicycle and pedestrian easement to facilitate the construction of a bridge across the waterway.

Details, including the project's height, budget and timeline, are not clear based on City records.

The project may be spurred by the explosive growth of nearby Playa Vista, the master planned community that has recently become the epicenter of the Greater Los Angeles tech industry.

In years past, the development site served as a right-of-way for the Pacific Electric Railway, shuttling passengers between Inglewood and what is now Marina del Rey.
