New plan for housing approved at 4741 Libbit Ave. in Encino

The Los Angeles Department of City Planning has signed off on the latest plan to bring housing to an empty lot just south of Ventura Boulevard in Encino.

The project from Liv Lux Property Group, LLC, slated for a property at 4741 Libbit Avenue, calls for the construction of a seven-story building which would feature 68 one and two-bedroom dwellings above parking for 163 vehicles.

Requested entitlements include density bonus incentives to permit a larger structure than would normally be allowed by zoning rules. In exchange, 14 of the new apartments would be set aside for rent by very low-income households for a period of 55 years.

Stockton Architects is designing the project, which is depicted in a rendering as a contemporary podium-type building.

The proposal, initially filed with the city in 2024, was recently revised to make use of the streamlined approval processes allowed under the citywide housing incentives which have since taken effect.

The project is the second proposed by Liv Lux Property Group for the Libbit Avenue site, following a prior application for a smaller 57-unit development. A prior owner, Precision Development, LLC, had secured approvals for a five-story, 47-unit building on the land, but never broke ground on the project.
