In Panorama City, an auto body repair shop and a single-family home have made way for a $32.8-million permanent supportive housing project.

The Talisa Apartments, now under construction at the northeast corner of Van Nuys Boulevard and Plummer Street, is being built by Domus Development, an affiliate of Irvine-based real estate investment firm Newport Partners.  Approved plans call for a four-story building featuring 49 apartments priced for extremely-low income households, as well as 30 parking spaces in a ground-floor garage.

According to a September 2020 staff report to the California Tax Credit Allocation Committee, rents for the project's one- and two-bedroom dwellings will range from $633 to $760 per month.  A three-bedroom manager's unit will be priced at market rate.

FSY Architects is designing the Talisa, which will feature a central courtyard and a community room and social services office at street level.  Exterior finishes will include stucco, painted sheet metal, and wood slats.

The project, which is funded by Measure HHH, Los Angeles County's No Place Like Home program, and tax-credit equity, has an estimated per-unit cost of nearly $667,000.

In addition to the Talisa development, Domus is also in construction at two similar affordable housing projects in Echo Park and Koreatown.
