A staff report scheduled for the March 18 meeting of the Los Angeles Recreation and Parks Commission offers a first look at a proposed mixed-use apartment complex in Westlake.

The project, which was filed with the Planning Department in December 2020, is slated to replace a surface parking lot at the southwest corner of James M. Wood Boulevard and Beacon Street. Triumph Properties Group, the Beverly Hills-based real estate investment firm which owns the property, is seeking approvals for the construction of a seven-story building featuring 145 studio, one-, and two-bedroom apartments above 2,000 square feet of ground-floor retail space and 174 parking spaces on two subterranean levels.

Requested entitlements for the project include Transit Oriented Communities incentives which would allow for a larger building than otherwise permitted under the property's base zoning.  In exchange for the bonuses, Triumph would set aside 15 of the apartments as deed-restricted affordable housing at the extremely low-income level.

Next Architecture is designing the proposed development, called 905 Beacon, which is depicted in renderings as a contemporary low-rise structure clad in stucco, fiber cement panels, brick, and metal.  Planned on-site amenities include a pair of rooftop decks, a dog run, and a podium-level pool courtyard.

The staff report to the Recreation and Parks Commission recommends that the developer should pay an in-lieu fee of up to $1.76 million to the City of Los Angeles, rather than being required to make a land dedication for a new park at the project site or at another nearby location.

The proposed development is similar in concept to other recent developments in Westlake, as well as the neighborhing Pico-Union community, such as a proposed mixed-use project planned by 4Site Real Estate a short distance northeast at 8th Street and Valencia Avenue.

Triumph Properties, according to its company website, also controls several additional parking lots near the intersection of James M. Wood and Beacon.
