An empty lot in Westlake could birth a mixed-use development, according to a permit application now being evaluated by the Los Angeles Department of Building and Safety.

The approximately 15,000-square-foot site, previously improved with a 1920s brick commercial building, is located at the northwest corner of 8th Street and Valencia Avenue.  Plans call for redeveloping a 60-unit apartment complex with ground-floor retail space and parking.

Tighe Architecture is designing the project, which would present a single-story structure to 8th Street with a five-story mass pushed back from the southern property line.  The blue-and-white structure would include a podium-level amenity deck.

Los Angeles County Assessor records indicate that the property is owned by local developer 4Site Real Estate.  The property was sold for approximately $490,000 in late 2019.

4Site Real Estate is developing several additional multifamily and mixed-use projects in Central Los Angeles, including another apartment complex now under construction in Westlake and a hotel-and-residential building which broke ground earlier this year in Lincoln Heights.

The 8th and Valencia site sits on the same block as Aria, a permanent supportive housing development now being built by Affirmed Housing Group.
