Just south of Beverly Boulevard in Westlake, rebar and concrete pillars protrude from a dirt pit at 139 S. Occidental Boulevard, where construction is underway for a new multifamily residential development.

The project, entitled by an applicant listed as Spudland, LLC, is rising from two parcels previously developed a small, courtyard-style style apartment complex. In its place, plans approved last year by Los Angeles Planning officials call the construction of a six-story building featuring 74 studio, one-, and two-bedroom apartments above subterranean parking for 79 vehicles.

Entitlements for the 139 Occidental development include Transit Oriented Communities incentives, allowing increased density and reductions to required setbacks. In exchange the incentives, nine apartments are to be set aside as deed-restricted affordable housing, replacing 70 percent of rent-stabilized units which previously occupied the project site.

MiKA Design Group is designing apartment building, which is depicted as a contemporary podium-type structure. Resident amenities will include a courtyard and a ground-level fitness room.
