A pair of small apartment buildings in Pico-Union dating to the 1930s and 1940s could be replaced with a large multifamily residential complex, according to plans recently filed with the City of Los Angeles.
The two buildings, which total 16 residential units, are located at 1116-1124 S. Westmoreland Avenue. An application submitted to the Department of City Planning calls for razing them to make way for the construction of a six-story, 55,000-square-foot building featuring 87 apartments - including 12 affordable units - above parking for 90 vehicles.
Requested entitlements include Transit Oriented Communities affordable housing incentives allowing for increased height and reductions to required side-yard setbacks and open space.
Property records list the owner of the two buildings as an entity called Westmoreland Residences, LLC, which is managed by Rafi Khosrow Shaoulian.
The project site is located one block east of the intersection of Vermont Avenue and Olympic Boulevard, where the Los Angeles City Council recently approves plans for a large mixed-use building.
