Affordable housing is on the rise at the former site of a parking lot next to the headquarters of the Downtown Women's Center.
Rosa's Place, located at 501 E. 5th Street, is being developed in partnership with Daylight Community Development and GTM Holdings. Plans call for the construction of a seven-story building containing 97 units of permanent supportive housing, one market rate manager's apartment, and on-site offices for service providers.
“Over the last ten years, I have worked alongside the Downtown Women's Center to raise awareness about the urgent need for additional resources and housing for women experiencing homelessness. This includes the transformative Every Woman Housed initiative, which has provided permanent and interim housing for unhoused women since 2021," said Los Angeles County Supervisor Hilda Solis about the project earlier this year "Rosa's Place will offer survivors of gender-based violence a safe place to call home, along with tailored services to help them build long-term stability. This is yet another example of the vital work DWC is doing for unhoused residents. That is why I am proud to have awarded $3 million in grant funding to the Downtown Women's Center to expand and enhance essential services, including a new workforce development and learning center designed to create pathways to employment for residents of the Downtown Women's Center's permanent supportive housing.”
KFA Architecture and Gensler are designing the building, which would have a V-shaped footprint above its podium level to provide open space amenities and natural light.
When completed in Fall 2027, the project is expected to expand the Downtown Women Center's supportive housing portfolio by 80 percent - making for a total of 216 homes.
Funding for the project comes through the various state sources, Apple, the City of Los Angeles, the County of Los Angeles, Century, and Citi.
