In a consent calendar vote, the L.A. County Board of Supervisors has moved to authorize the release of $33.7-million in tax exempt bonds to finance the construction of another permanent supportive housing complex at the VA Campus.
Thomas Safran & Associates, the developer, will use the money for the construction of "Building 402" at the Veterans Affairs Campus, which is located at 11301 Wilshire Boulevard. While its name would imply a single structure, plans in fact call for 11 separate modular buildings containing 120 studio and two-bedroom apartments serving formerly homeless veterans. The apartments are to be reserved for households earning at or below 30 and 50 percent of the area median income level.
Per a staff report, The Architects Collective is designing Building 402, which will include furnished apartments and common spaces including a central plaza with a theater and picnic areas, a community room, and a fitness center. Plans also call for offices for supportive service providers, as well as two parking lots with space for 55 vehicles.
An application for tax credit financing points to an expected groundbreaking date for Building 402 in December 2022, with targeted completion by August 2025.
The project is part of a $1.1-billion, multi-phase redevelopment of the Veterans Affairs property which ultimately aims nearly 1,700 homes across the sprawling campus just west of the 405 freeway. Plans call for a mix of ground-up construction and adaptive reuse of existing buildings, as well as the addition of new open spaces and trails throughout - features that will come in handy for a site that abuts the future western terminus of the D Line.
