A block-long site at the busy intersection of Century Boulevard and Figueroa Street that was most recently used as a car sales lot could be redeveloped with housing, per an application submitted this week to the Los Angeles Department of City Planning.

Located at 9900 S. Figueroa Street in South L.A.'s Vermont Vista neighborhood, the proposed development from Amir Ohebsion of FAC Figueroa, LLC calls for clearing the existing asphalt parking lot and small commercial building to clear the way for a new five-story building featuring 72 one-bedroom apartments above a 37-car garage on the ground floor.

Project entitlements include density bonus incentives permitting a larger building than otherwise allowed by zoning rules. In exchange, nine of the apartments are to be set aside for rent as very low-income affordable housing.

John Kaliski Architects is designing 9900 Figueroa, which is depicted in plans as a contemporary low-rise structure clad in painted plaster. According to findings included with the entitlement submittal, the building will incorporate recreational facilities including co-working spaces, reading rooms, a gym, and terraces on the rooftop and fifth floor.

The proposed development is a rare example of market-rate development in the Vermont Vista neighborhood, which has recently seen the completion of two Measure HHH-funded developments to the north at Figueroa's intersections with 76th and 88th Streets.
