The owner of a 1970s apartment complex in North Hills is looking to add new density on a rear parking lot, per an application submitted this month to the L.A. Department of City Planning.

Excel Residential is listed as the owner and applicant behind the proposed project at 8135 N. Langdon Avenue, a roughly 41,000-square-foot site which is currently improved with a two-story, 49-unit apartment complex named Casa Meadows. Per a case filing published by the Planning Department, Excel is seeking approvals to redevelop a paved parking area at the rear of the site with a new four-story apartment building featuring 36 studio, one-, and two-bedroom dwellings above parking for 44 vehicles. After completion, the property would be developed with a total of 85 residential units.

Requested entitlements include a conditional use permit and density bonus incentives permitting a larger structure than zoning rules would typically allow. In exchange, 11 of the total apartments on the site would be set aside for rent as very low-income affordable housing.

DFH Architects is designing the new construction, which has the alternate address of 15522 Lanark Street, and is shown in a rendering as a contemporary low-rise structure. Plans call for a central courtyard at the heart of the building, as well as a rooftop terrace deck.

The development site sits a short distances east of the 405 Freeway, and south of a cluster of new affordable housing projects taking shape near the intersection of Sepulveda Boulevard and Rayen Street.
