Plans to redevelop a commercial property near a busy intersection in Harbor City with permanent supportive housing have moved one step closer to reality.
At its meeting on April 25, the Los Angeles City Council voted to approve the release of approximately $23.9 million in tax-exempt multifamily conduit revenue bonds and $14 million in taxable bonds to developer Abode Communities for the construction of the Western Landing apartments, which would rise just south of Pacific Coast Highway at 25820-25896 S. Western Avenue. That money will supplement $8.3 million in Measure HHH funds already allocated to the project.
The apartment building, as described in a staff report from the Los Angeles Housing Department, would consist of a four-story building composed of prefabricated modular units and featuring 81 apartments and parking for eight vehicles at street level. Plans call for 80 studio units - averaging 305 square feet in size - which would be reserved for formerly unhoused residents. The final apartment would be a two-bedroom manager's unit.
Besides housing, Western Landing would also include a courtyard, a laundry facility, a community room, a computer room, and on-site offices for staff and service providers.
According to the Housing Department report, the total cost of Western Landing is estimated to be approximately $49.6 million - or just over $613,000 per unit. The cost of the project is attributed to factors including current high interest rates and relocation costs for current commercial tenants of the property.
Abode Communities has previously developed other projects in the South Bay, including the revamp of the Dana Strand public housing complex in Wilmington the modular Beacon Landing apartments in San Pedro.
