Port of Los Angeles breaks ground on second phase of Waterfront Promenade

At a ceremony held on July 18, the Port of Los Angeles commenced work on the second half of a new waterfront promenade in San Pedro.

The initial phase of the Waterfront Promenade project, completed in late 2021 along the Port's main channel, includes 30-foot-wide path and four-acre town square. The extension which just broke ground will connect the Promenade to the southern end of the West Harbor commercial and entertainment complex, now under construction on the former site of the Ports O' Call Village, running parallel to the main channel between Berths 74 and 83.

"Throughout the Harbor Area, there are incredible projects happening in the Port of LA to make the Wilmington Waterfront and San Pedro Promenade more inclusive and inviting spaces for everyone," said Los Angeles City Councilmember Tim McOsker in a news release. "The second phase of the Promenade is crucial to connecting the West Harbor development, but more importantly, it will create public access and vitality to our beautiful waterfront for a space that residents throughout the One-Five and all of LA can enjoy."

Phase II elements also include demolition, grading, installation of new piles, pier and deck structures, as well as utilities. The project will also incorporate many of the signature elements rolled out during the first phase portion such as lamp posts, new trees, drought-tolerant plants as well as a concrete and granite paver walkway.

Construction of the phase two project will include the installation of new piles, pier, and deck structures, accompanied by new lighting, trees, landscaping, and walkways. Work on phase two is expected to conclude in Spring 2025 - coinciding with the debut of the $165-million West Harbor project. At completion the Promenade will extend one mile.

James Corner Field Operations, best known for its work on New York's High Line, designed the initial phase of the project.

The total cost for the Promenade is estimated at $85 million, including $53.7 million for the completed phase one path and $31.4 million for phase two.

The new promenade can serve as a direct pedestrian link to a handful of new mixed-use and multifamily residential developments in the Downtown San Pedro neighborhood, including the planned remake of the sprawling Rancho San Pedro public housing complex.
