Modular units are now being hoisted into place at Western Landing, a new permanent supportive housing complex from Abode Communities in Harbor City.

The project, currently under construction just south of Pacific Coast Highway at 25820-25896 S. Western Avenue, will eventually consist of a four-story building composed of prefabricated modular units and featuring 81 apartments and parking for eight vehicles at street level. Of that total, 80 apartments will be studio units reserved for unhoused persons.

Western Landing - which is being built as a result of a $40 million award to Abode, LA Family Housing, and Mercy Housing California through the Measure HHH Innovation Challenge - is the second such modular project in the Harbor area, following the 88-unit Beacon Landing apartments which opened its doors earlier this year.

“The crisis of our unhoused population is one of the most pressing humanitarian challenges of our time," said City Councilmember Tim McOsker in a news release. "We need fast, creative solutions - like these modular developments, which can more quickly deliver much needed housing for our City. I’m grateful to the public-private partnership with Abode Communities, which will give residents of Western Landing not just a home, but also life changing supportive services to build a new future.”

After completion, LA Family Housing will provide on-site services to residents, including individual and group therapy, and assistance with other programs relating to healthcare, employment, and education

Funding sources for development include $15.5 million supplied by the State of California, $19.7 million in tax credit equity via Enterprise Community Partners, and loans from JPMorgan Chase. The City of Los Angeles has also provided $32 million in operating subsidies.
