SoLa Impact plans affordable housing at 3905 S. Normandie Ave. in Exposition Park

An automobile repair shop located a few blocks south of the E Line's right-of-way in Exposition Park could be felled for affordable housing, per an application submitted recently to the Los Angeles Department of City Planning.

Prolific South Los Angeles builder SoLa Impact is the applicant behind the project, which would rise from a corner property located at 3905 S. Normandie Avenue. Plans call for the construction of a new five-story building which would feature 84 studio and one-bedroom apartments reserved for low- and moderate-income households.

As an income-restricted project, the project is eligible for density bonus incentives permitting a larger building with more housing than would otherwise be allowed by zoning rules. Likewise, the project is being entitled through the streamlined processing created through the Mayor's Executive Directive 1.

Open Office, which has previously worked with SoLa Impact, is designing the contemporary podium-type building. A rendering portrays a building with a white exterior of stucco and hardie panels, with open space provided through a rooftop deck.

The project is not SoLa Impact's first venture into ED1 developments, having previously filed for entitlements for a project at 6200 S. Broadway. Likewise, the developer is no stranger to affordable housing in Exposition Park, where it has an income-restricted building now rising from a property at 1451 W. Martin Luther King Jr. Boulevard.

SoLa Impact has emerged as one of the region's most prolific builders of multifamily housing - both affordable and market-rate - by tapping Opportunity Zone funds to create hundreds of new homes.
