New plans posted by the Neighborhood Council of Westchester/Playa Del Rey indicate that Cityview is adding more density to its proposed mixed-use development just off of Sepulveda Boulevard in Westchester.

The project, located at 6136 W. Manchester Avenue, would rise from a property with frontage on 87th Street, Truxton Avenue, and La Tijera Boulevard. When first announced in 2022, it was to consist of an eight-story building featuring 441 studio, one-, and two-bedroom apartments above approximately 16,000 square feet of ground-floor commercial space and parking for 549 vehicles.

To achieve that density, Cityview had proposed providing 66 units of very low-income affordable housing - or 25 percent of base density - in exchange for a conditional use permit to allow for a 67 percent density bonus. Since then, state legislators have passed AB 1287, which amends state density bonus law to grant more generous incentives to developers who provide on-site affordable housing within their projects. In the case of 6136 Manchester, Cityview could now provide slightly fewer very low-income units (64 in total) in exchange for a larger 85 percent density bonus, resulting in a total of 489 apartments.

The building envelope and design of the project, which comes from AC Martin, remains largely the same. The increase in density is achieved by slightly decreasing the number of planned one- and two-bedroom units in favor of more studio homes.

MJS Landscape Architecture remains the landscape architect for the project, and is designing publicly accessible spaces such as a large outdoor plaza at Truxton and La Tijera, which is imagined as a gateway to the neighboring Westchester Town Center. Plans also call for a podium-level courtyard, multiple terrace decks, and a swimming pool.

According to a previously circulated environmental study, construction of 6136 Manchester is expected to commence in 2025 and be completed in 2027, consistent with previous estimates of a 30-to-36-month timeline for the project's build-out. However, the project must first be approved by Los Angeles Planning officials.

The project may set the table for redevelopment of other sites on the east side of Sepulveda Boulevard in the coming years. New developments are slated to replace parking and commercial buildings in the adjoining retail district with senior apartments and affordable housing.
