Without discussion, the Los Angeles City Planning Commission has voted to approve plans to redevelop a shuttered driver's license processing center in Pacoima.

Kevin Brunk of 118, LP, the property owner and applicant for the project at 11623 N. Glenoaks Boulevard, has proposed the construction of a mixed-use building with 246 studio, one-, two-, and three-bedroom apartments above a 28,000-square-foot grocery store and parking for 318 vehicles.

Requested approvals included density bonus incentives, allowing for a larger building than otherwise permitted by zoning rules. In exchange, 28 of the apartments are to be set aside for rent as affordable housing at the very low-income level.

Morphosis is designing 11623 Glenoaks, which is shown in a rendering as a contemporary podium-type complex , which is shown in plans with a C-shaped footprint toward the rear of the site, with two residential wings flanking a central courtyard and children's play area. Plans also show a rooftop deck.

The development site would sit directly north of the SR-118 Freeway, and a short distance south of the City of San Fernando.
