A pair of infill housing developments have cleared the City Planning Commission in Sawtelle and Westlake.

The first item, approved as part of the Commission's consent calendar, would rise from a property located at 1463-1467 S. Wellesley Avenue in Sawtelle. Project applicant Bo Zarnegin of Wellesley Avenue Holdings, LLC is planning the construction of a three-story, 17-unit apartment complex with parking for 24 vehicles.

Commission approval was sought for density bonus incentives to waive certain zoning rules. In exchange, three of the apartments are to be set aside for rent as affordable housing at the very low-income level.

Plus Architects is designing the contemporary low-rise structure.

The second project, slated for a site north of MacArthur Park at 2415 S. Ocean View Avenue, comes from applicant 2415 Ocean View Properties, LLC.

In September, the Planning Department approved an application to redevelop the parcel with a new five-story, 26-unit apartment building without on-site parking.

The proposed development relies on Transit Oriented Communities incentives to permit a larger structure than otherwise allowed by zoning rules. The developer would set aside three apartments as affordable housing at the extremely low-income level, in exchange for the incentives. '

BFK Architecture + Planning is designing the project, according to plans included with the presentation.

The Commission hearing was to consider an appeal from a neighboring resident, arguing that the project is taller and denser than its surroundings. A staff report found no justification to grant the appeal, and recommended denial to the Commission.
