A long-empty plot of land near the intersection of Wilshire and Crenshaw Boulevards in Windsor Square is finally slated for redevelopment, according to a permit application recently received by the Los Angeles Department of Building and Safety.
The property at 4135 Wilshire Boulevard, which spans the north side of the street between Bronson Avenue to the east and Irving Boulevard to the west, has been vacant since the 1940s according to historic aerial photography. Yue Fung Holdings, Inc., listed as the owner of the site since 2021, recently submitted a preliminary application to the city which calls for developing the property with an eight-story, approximately 104,000-square-foot building containing 54 one-, two-, and three-bedroom condominiums with 4,097 square feet of ground-floor commercial space.
As currently planned, the proposed project would rely on density bonus incentives to achieve its proposed scale. This would require that three of the homes be set aside for occupancy by very low-income households.
The proposed building would stand nearly 109 feet in height, according to a project description.
Although no station is planned at Wilshire and Crenshaw, the intersection has nonetheless served an important role in the ongoing construction of Metro's Purple Line extension, with properties at the southwest corner of the intersection being used as a staging area. Metro is now soliciting developers to build housing on the site.
Additionally, the property sit west across Bronson Avenue from the historic Los Altos Apartments, where garage space is being converted into eight accessory dwelling units.
