New plans for housing have emerged on the City of Artesia's main commercial thoroughfare.
The Pioneer Place development, proposed by Atlas Development of Hacienda Heights, is slated for a currently vacant property located at 17610-17618 Pioneer Boulevard. Plans detailed in a new environmental study describe the project as consisting of a six-story building featuring 83 studio, one-, and two-bedroom apartments above a 163-car subterranean parking garage.
Humphreys & Partners is designing the contemporary podium-type building, which would have a U-shaped footprint wrapping a central courtyard amenity space. Plans show that the building would be capped by a 1,600-square-foot rooftop restaurant and bar.
Pending approvals, construction of Pioneer Place is projected to occur over a roughly 27-month period starting as early as July 2026. That would allow move-ins to commence by December 2028.
Required entitlements include specific plan and general plan amendments, as well as other permits. The project as currently proposed will require an amendment to the Artesia Live Specific Plan, which had previously been approved to permit the construction of a larger mixed-use complex featuring condominiums and a hotel on the property.
A similar mixed-use project is in the works roughly one mile to the south at Pioneer Boulevard's intersection with South Street, not far from the future terminus of Metro's Southeast Gateway Line.
