The Los Angeles City Council has voted to uphold the approval of a proposed mixed-use apartment complex in Westchester after a union dropped its appeal prior to the hearing.
The proposed project from Cityview, slated for a site at 6136 W. Manchester Avenue, calls for the construction of an eight-story building featuring 489 studio, one-, and two-bedroom apartments with 16,120 square feet of ground-floor commercial space and 549 podium and basement parking spaces.
Cityview will be required to set aside 64 apartments as very low-income affordable housing in exchange for density bonus incentives permitting a larger structure than would have been otherwise allowed on the property.
AC Martin is designing the contemporary podium-type complex, which will have frontage on 87th Street, Truxton Avenue, and La Tijera Boulevard. Plans show that the building would have multiple pedestrian plazas at key intersections.
According to an environmental study conducted for the project, construction of 6136 Manchester could commence in 2025 and be completed in 2027.
The project had been the subject of an appeal from SAFER, an affiliate of Laborers International Union of North America Local 270 (LIUNA), which often contests the approval of multifamily residential developments in the City of Los Angeles. A May 13 letter submitted to the Council states that SAFER had agreed to withdraw its appeal after reaching an agreement with Cityview. The terms of the agreement were not disclosed in the letter.
