The former owner of Redondo Beach's South Bay Galleria lost the property to foreclosure earlier this year. But plans to remake the fortress-like shopping mall through the redevelopment of its surface parking lots continue to inch forward, according to an item to be considered on August 21 by the Redondo Beach Planning Commission.
Kennedy Wilson, which now has control of the nearly 30-acre property at 1815 Hawthorne Boulevard, is seeking approvals for a phase two of the site's redevelopment, which targets a parking lot at the southwest corner of the mall. The property, which fronts Kingsdale Avenue to the west and 177th Street to the south, is slated for the construction of a three-to-eight-story featuring 350 studio, one-, two-, and three-bedroom homes surrounding an 845-car parking garage. Plans also call for 8,300 square feet of commercial space on the ground floor.
The project would be required to provide either 10 percent of the planned housing for very low-income households or 20 percent for low-income households.
The building, designed by Studio One Eleven, would step down in height toward Kingsdale Avenue, beginning as an eight-story structure closest to the shopping mall and winding up as townhomes fronting the street. A rendering shows terrace decks and common courtyards built into the steps of the building.
At street level at east side of the building, the property would be separated from the existing shopping mall by a courtyard and pedestrian walkway. The proposed retail space would activate this side of the building.
The initial phase of the South Bay Galleria redevelopment, approved in 2019, calls for redeveloping the parking lots on the northern side of the mall along Artesia Boulevard. Plans call for mixed-use buildings containing a 150-room hotel and a 300-unit residential building (including affordable units) accompanied by more than 30,000 square feet of new ground-floor commercial space and a town square plaza. However, with the property currently up for sale, the timing of any redevelopment effort is unclear.
