The Santa Ana City Council has signed off on a proposal from C.J. Segerstrom & Sons and Houston-based developer Hines to redevelop the 17-acre South Coast Plaza Village mall into a sprawling mixed-use development called The Village Santa Ana.

“The Village Santa Ana represents a bold step toward transforming an underutilized commercial center into a thriving community hub where people can live, work and gather,” said Santa Ana Mayor Valerie Amezcua in a news release. “This project reflects the vision of our City Council and our General Plan to respond to the growing housing and economic needs of our city.”

The project, which would rise from land located at and around 1621 Sunflower Avenue, would replace 100,000 square feet of existing commercial space with 1.9 million square feet of new development. Plans call for:

  • 1,583 homes;
  • up to 300,000 square feet of offices;
  • 80,000 square feet of shops and restaurants,
  • approximately 13.8 acres of open space (including 7.5 acres of publicly accessible open space);
  • and parking for nearly 3,500 vehicles.

In addition, the developers will be required to make $9.3 million in community benefits payments in exchange for the entitlements, as well as $7.1 million for the development of affordable housing in Santa Ana through in-lieu fees.

According to a staff report given earlier this year to the Santa Planning Commission, construction of The Village is projected to occur in five phases over a period of 20 years.

  • Phase 1: 360 residential units, 73,175 square feet of commercial space, 797 parking spaces, and 3.1 acres of publicly accessible open space;
  • Phase 2: 513 residential units, 719 parking spaces, and 2.3 acres of publicly accessible open space;
  • Phase 3: 177 residential units, 248 parking spaces, and 0.4 acres of publicly accessible open space;
  • Phase 4: 264 residential units, 6,825 square feet of commercial space; 300,000 square feet of offices, 1,298 parking spaces, and 1.2 acres of publicly accessible open space;
  • Phase 5: 269 residential units, 377 parking spaces, and 0.5 acres of publicly accessible open space.

The Village is the second of two large mall redevelopments approved by Santa Ana officials in the past two years. In 2024, the City Council approved Related California's plan to redevelop the nearby Metro Town Square shopping center with up to 3,750 homes, 350,000 square feet of commercial uses, a hotel, and eldercare housing.
