Developer pivots to affordable housing at 7715 Crenshaw Blvd. in Hyde Park

The owner of a large, vacant lot in Hyde Park is changing up plans to develop the property with housing.

Last year, Los Angeles-based Eleos filed an application with the City of Los Angeles seeking approvals to build a a six-story building featuring 162 apartments (and one accessory dwelling unit) with on-site parking for 110 vehicles at 7715 S. Crenshaw Boulevard. Proposed plans called for the use of development through the Citywide Housing Incentive Program to permit a larger apartment complex would have otherwise been allowed by zoning rules. In exchange, 17 of the proposed apartments were to be set aside for rent by extremely low-income households.

A revised application, filed late last week with the Planning Department, switches the focus of the project to fully income-restricted housing. Plans now call for 187 residential units, including 148 for low-income households, 38 for moderate-income households, and one market-rate manager's unit above 4,936 square feet of retail space. The complex would include a mix of studio, one-, and two-bedroom dwellings with parking for 45 vehicles.

Kevin Tsai Architecture is designing 7715 Crenshaw, which is portrayed in renderings as a contemporary podium-type building. The revised plan set shows an identical building to what was proposed in 2025.

Eleos, which was identified as the project applicant by a representative last year, is developing several larger affordable housing projects across South Los Angeles.
