The Los Angeles Department of City Planning has signed off on a proposal to redevelop a property on the Westchester - Inglewood border with a large apartment complex. 

The proposed development, which comes from an entity connected to  Sacramento-based real estate management firm IRC and Associates would rise from a site at 5201 W. Knowlton Street and 6865 S. La Cienega Boulevard. Plans call for razing several existing residential buildings to clear the way for the construction of a new development featuring 174 rental units with parking for 193 vehicles.

According to a determination letter, the project will incorporate a mix of studio, one-, two-, and three-bedroom dwellings, of which 23 will be reserved for rent by very low-income households and 9 will be set aside for low-income renters. That will make the project eligible for density bonus incentives permitting a larger development than zoning rules would otherwise allow, as well as satisfy replacement housing obligations for the existing buildings.

The project has evolved since first submitted to the Planning Department for approval in 2022, when it was envisioned with 145 apartments. The subsequent passing of AB 1287 now grants more generous density bonus incentives than were available at the time of the original application.

At the time of its filing with the Planning Department, Vanos Architects was designing the apartment complex, which was named "The Legacy." Plans call for four- and five-story buildings, incorporating amenities such as  common rooms and courtyards.

The Legacy joins a handful of large apartment complex planned for the Westchester neighborhood, including a 489-unit mixed-use project from Cityview that was recently approved by the City Planning Commission.
