A proposal to redevelop most of a city block just outside of the commercial core of Westchester is moving forward, following a supportive vote by the Los Angeles City Planning Commission.

On February 13, the Commission voted to approve plans from Los Angeles-based developer Cityview to raze an auto repair garage and a Del Taco at 6136 W. Manchester Avenue to clear the way for the construction of an eight-story building featuring 489 studio, one-, and two-bedroom apartments with 16,120 square feet of ground-floor commercial space and 549 podium and basement parking spaces.

Of the total amount of housing proposed, 64 of the proposed apartments would be set aside for rent as very low-income affordable housing in exchange for density bonus incentives. The inclusion of the deed-restricted units made the project eligible for the density bonus incentives granted by the Planning Commission.

AC Martin is designing 6136 Manchester, with MJS Landscape Architecture serving as landscape architect. The building would have frontage on 87th Street, Truxton Avenue, and La Tijera Boulevard, and is shown in plans with a contemporary design and numerous plazas at key intersections.

According to an environmental study conducted for the project, construction of 6136 Manchester could commence in 2025 and be completed in 2027.

Plans for the site on Manchester have evolved since the project was first initiated in 2022 due to changes in state legislation. Originally proposed with 441 apartments, the passage of AB 1287 amended state density bonus law to permit more generous development incentives. That allowed Cityview to expand the project to its current density while providing slightly fewer income-restricted units than originally proposed.

The project is one of a handful of large developments slated to reshape properties along Sepulveda Boulevard in Westchester in the years ahead. Other plans under consideration would replace parking and commercial buildings in the adjoining retail district with senior apartments and affordable housing.
