An entity affiliated with Encinitas-based JRMC Real Estate is looking to build housing on a property just off of Hoover Street in East Hollywood.

The project, submitted recently to the City of Los Angeles for review, would rise from a property located at 3926-3928 W. Marathon Street, replacing four existing homes. Plans call for the construction of a new five-story edifice featuring 25 one- and two-bedroom dwellings above parking for 26 vehicles.

In exchange for development incentives to permit a larger building than otherwise allowed by zoning rules, four of the apartments are to be set aside for rent as very low-income affordable housing.

Aaron Brumer & Associates is designing the project, which is shown in plans as a Mediterranean-style building.

The proposed project may be the first in Los Angeles to make use of the Transit Oriented Incentives Area, a new development incentive program created by the Citywide Housing Incentive Program adopted to fulfill housing element rezoning obligations.

JRMC and Aaron Brumer & Associates have previously worked on a similar project in Echo Park.
