A small apartment buildings from the 1920s in Boyle Heights could make way for a larger multifamily residential development, per a recent application to the Los Angeles Department of City Planning.
The proposed development from Neo Investment Group, slated for a property just west of Evergreen Cemetery at 2911 E. Cesar E. Chavez Avenue, calls for the construction of a new six-story building featuring 28 one- and two-bedroom apartments. The applicant is making use of AB 2097 to propose no on-site parking.
Requested entitlements for the project include Transit Oriented Communities incentives to permit a larger building than otherwise allowed by zoning rules. In exchange, a portion of the new apartments are to be reserved for rent as affordable housing at the extremely low-income level.
City records indicate that Del Arch Design Inc. is designing 2911 Cesar Chavez, which is portrayed in a rendering as a contemporary podium-type building clad in painted stucco. Planned open spaces include private balconies, a rear yard, and an interior recreation room.
The proposed development would rise a few blocks to the east of a pair of vacant, Metro-owned properties on Cesar Chavez Avenue where Abode Communities has plans for a mixed-use affordable housing complex.
