A currently vacant site located just east of the US-110 Freeway in Historic South-Central is up for redevelopment with housing and commercial space, according to an application submitted this month to the L.A. Department of City Planning.
Hamid Razipour of Razi Grand Property, LLC, the applicant behind the proposed project at 3801 S. Grand Avenue, is seeking approvals for the construction of a new seven-story building which would feature 40 studio, one-, and two-bedroom apartments above 1,981 square feet of ground-floor commercial space and podium parking for 94 vehicles.
Requested entitlements include Transit Oriented Communities incentives to allow a larger building than would otherwise be permitted by zoning rules. In exchange, four of the proposed apartments as affordable housing at the extremely low-income level.
DFH Architects and Gaudet Design Group highlight the design team for 3801 Grand, which is portrayed in renderings as a contemporary podium-type building clad in stucco and brick. Plans show a U-shaped footprint above the podium structure, wrapping around an elevated courtyard.
City records indicate that Razipour acquired the project site in February 2022 for just over $2.8 million.
The development site is one of a handful now in the works for the Historic South-Central neighborhood, including the Japser apartments now wrapping up work a short distance north at Adams Boulevard and Grand Avenue.
