A shuttered state office building in Downtown Los Angeles has made way for redevelopment with affordable housing, developer Related California announced this week.
Alveare, which will span a fully city block located at 1405 S. Broadway, will be developed in three phases, and eventually consist of 303 units of affordable and permanent supportive housing. Plans also call for a 6,000-square-foot pocket park at the northwest corner of the site.
The site became available for development as a result of an executive order from Governor Gavin Newsom which pushed to utilize excess state-owned land for affordable housing. Previously, Los Angeles city officials had considered the property as an opportunity site for a public park. Related and the Housing Authority of the City of Los Angeles (HACLA) were jointly selected to redevelop the property.
The initial phase, dubbed Alveare Parkview, will consist of 105 apartments for low- and extremely low-income families, with an average income of less than 40 percent of the area median income level. A second phase would consist of 100 units of senior affordable housing, and a final component of the project would be a 98-unit supportive housing building. The three structures are standalone buildings, and can be constructed in any order depending on the availability of funding.
Funding for the project, which will also front 14th, 15th, and Hill Streets, includes $44 million from the California Department of Housing and Community Development. The state has also awarded $15 million for infrastructure improvements in the surrounding area, including money for traffic calming infrastructure and upgrades to the Downtown bike lane network.
Steinberg Hart is designing Alveare, which would consist of eight-story buildings wrapping a central green space, opening onto the pocket park at 14th and Hill Streets.
A similar-sized mixed-use development consisting of 235 apartments and ground-floor retail was recently completed to the north across 14th Street. Meanwhile, HACLA - a partner in Alveare - recently acquired the Emerald apartments located at the opposite corner of 14th and Hill Streets to use as affordable and moderate-income housing.
