A vacant lot just north of Santa Monica Boulevard in East Hollywood is to be redeveloped with affordable housing, according to a new application to the Los Angeles Department of City Planning.

The proposed development from Farhad Manavi of City Real Estate Holdings, LLC would rise from a parcel located at 1135 N. Westmoreland Avenue. Plans call for the construction of a new four-story building featuring 23 apartments without on-site parking.

Requested approvals include density bonus incentives to permit a larger building than otherwise allowed by zoning rules. The project is eligible for incentives, as all of the proposed apartments would be set aside for low- and moderate-income renters, save for a mandatory manager's unit.

ZY Architecture is designing the proposed project, which would consist of a contemporary low-rise structure.

The project site would sit around the block from a housing complex recently completed at 4575 Santa Monica Boulevard.
