Last year, the Del Rey Neighborhood Council announced plans for a mysterious affordable housing development from Community Corp. of Santa Monica at the intersection of Culver Boulevard and McConnell Avenue. A recent filing with the City of Los Angeles, as well as plans unearthed via ATC shed light on the proposed development, which has yet to be formally submitted to the City of Los Angeles for review.
Though announced as being located at the corner of Culver and McConnell - a site which might have implied redevelopment of a strip mall or a portion of a DirectTV office campus - the project would rise just east on land owned by Marina Christian Fellowship at 12616 Culver Boulevard. A preliminary plan set provided to the Planning Department in February shows that the project would replace a surface parking lot and a two-story structure which was previously leased by Ocean Charter School.
The preliminary plan, with design work by FSY Architects, shows a four-to-six-story building containing 122 one-, two-, and three-bedroom apartments and various outdoor decks above a 97-car garage. However, the Del Rey Neighborhood Council has more recently described the project as featuring 100 apartments.
If and when the project comes to fruition, it would represent a familiar strategy for Community Corp., which has at least two other projects involving properties owned by religious organizations. Developments on church-owned land, enabled by SB 4, has held facilitate proposed projects on sites which belong to IKAR at 1737 S. La Cienega Boulevard in Pico-Robertson and Culver-Palms United Methodist Church at 4464 Sepulveda Boulevard in Culver City.
The project also represents another development for Community Corp. outside of its hometown of Santa Monica, where the non-profit developer has recently completed three proejcts in the Pico neighborhood.
