Next to the Sepulveda Basin in Lake Balboa, framing for the first component of a new affordable housing complex from Linc Housing is taking shape.
The project, which broke ground earlier this year at 17100 Victory Boulevard, will eventually consist of two five-story buildings containing a combined 192 apartments for homeless households and families earning between 30 and 80 percent of the area median income level. Each building will also include a mandatory manager's unit.
The project is to offer a mix of studio, one-, two-, and three-bedroom units, shared courtyard space, offices for supportive services, and rooftop decks. At street level, plans call for 1,000 square feet of ground-floor commercial space adjacent to the bike path, which could be used as retail or office space for a local organization. Parking for 88 vehicles will be shared between the buildings.
VTBS Architects is designing the Victory Boulevard apartments, with MJS Landscape Architecture serving as landscape architect.
The City of Los Angeles Housing Authority's Board of Commissioners approved up to $78.7 million in financing for the project in March 2025.
The project, which sits just west of the G Line's Balboa Station, may not be the only affordable housing development in the vicinity for long. Metro is partnering with developer LA Family Housing on a project which would replace the station's park-and-ride lot with more than 300 homes.
