Affordable housing tops out at 10953 Whipple St. in Toluca Lake

In Toluca Lake, framing has reached its peak for an affordable housing complex just off of Vineland Avenue.

The new project from HVN Development, which broke ground last year at 10953 Whipple Street, consists of a five-story building that will eventually feature 91 one- and two-bedroom apartments without on-site parking.

Density bonus incentives granted for the project allow for a larger building than zoning rules otherwise permit. Save for a manager's unit, the apartments are to be fully-restricted to low- and moderate-income households.

Stockton Architects, which works on all of HVN Development's projects, is designing 10953 Whipple. Plans portray a contemporary podium-type building clad in white and blue painted stucco.

HVN Development recently received permits for a similar project in the North Hollywood neighborhood, joining more than one dozen affordable housing developments the company has in the works across the City of Los Angeles.
