Four existing homes in Palms are set to give way to a multifamily residential development, according to an application filed recently with the Los Angeles Department of City Planning.

The proposed project, filed by an entity associated with Hinterland Projects, would rise at 3648 S. Empire Drive. Plans call for the construction of a seven-story building featuring 33 studio, one-, two-, and three-bedroom apartments above parking for 34 vehicles. 

Requested entitlements include incentives through the citywide housing incentive program, as well as streamlined approvals given that the site is designated for rezoning under the City of Los Angeles 2021-2029 element. In exchange for permission to build a larger structure than zoning rules would otherwise allow, four apartments are to be set aside for rent by extremely low-income households.

Warren Techentin Architecture is designing the project, according to plans included with the filing. Plans show a contemporary podium-type building with a rooftop deck and a small courtyard.

The same project team is also attached to a proposed apartment complex along Redondo Boulevard in West Adams.
