A draft specific plan now being considered by Burbank officials is poised to bring upwards of 5,600 new homes to the neighborhoods in and around the city's downtown core. Burbank could soon make a down payment on that total on some of its own land.

In December, three public meetings will offer a chance for input on the proposed redevelopment of the Burbank Civic Center, which calls for the construction of public uses on the block bounded by 3rd Street, Glenoaks Boulevard, Olive Avenue, and Orange Grove Avenue.

Per a project website, the Civic Center development includes:

  • a new 65,000-square-foot central library;
  • approximately 52,000 square feet of public open space; and
  • 20,000 square feet of offices to replace the City Administrative Services Building.

Plans also call 237 parking spaces to serve staff and visitors.

Additionally, private developments are proposed to for the current site of the Central Library and the parking lot at the rear of Burbank City Hall. Those properties, identified as opportunity sites in the Downtown specific plan, could see the construction of up to 475 residential units - 20 percent which would be restricted affordable housing - above 15,000 square feet of commercial space and parking for 564 vehicles.

GGA Architects is attached to the master plan for the project, which is still subject to public input. According to the city website, the construction of the new library and municipal office building is estimated at $117 million, and would by local sources, as well as grants, and ground leases for the new residential developments.

The Burbank City Council is scheduled to begin the procurement process for the Civic Center project sites in 2023, with the new library and open space expected to be open by 2027.
