The 2023 groundbreaking date may not have much time left to pencil out, but developer Goldrich Kest has still managed to close out the year clearing another obstacle in its bid to build housing on a Los Angeles River-adjacent property in Studio City.
The project at 4260 N. Arch Drive, approved earlier this year by the City Planning Commission, calls for the construction of a six-story building featuring 129 studio, one-, two-, and three-bedroom apartments above a two-level, 145-car underground parking garage. Plans also call for a pool and spa, an outdoor kitchen, a club room, roof decks, a media room, and a business center.
As a condition of approval for density bonus incentives to permit a larger development than normally allowed by zoning rules, 17 of the apartments are to be set aside as deed-restricted affordable housing at the very low-income level.
Lahmon Architects, is designing the project, named "The Crescent," which is shown in renderings as a contemporary low-rise structure with a new publicly accessible entrance to a future segment of the Los Angeles River bike path.
The project did not make it through the process uncontested. Supporters Alliance for Environmental Responsibility, an affiliate of Laborers International Union of North America Local 270, appealed the project's Planning Commission approval, urging Councilmembers to delay the project to permit further environmental review allegedly unstudied air quality and noise impacts. A staff report recommended denial of the appeal, citing a lack of evidence to support its claims.
The project is the first ground-up development in 15 years for Goldrich Kest, which is perhaps best known for building various apartment complexes in Marina del Rey. The company's second may follow in short order: Goldrich Kest is also planning new housing next to the historic Hotel Green in Pasadena.
