At its October 8 meeting, the Los Angeles City Council voted to uphold the approval of the Artisan Hollywood development, rejecting the appeal of the owner of a neighboring recording studio.
The project from Artisan Ventures, announced in September 2019, is slated to replace a surface parking lot located at 6350 W. Selma Avenue. Plans call for the construction of a 25-story tower which would feature a total of 260 studio, one-, two-, and three-bedroom apartments above 6,790 square feet of retail space and a parking garage.
Project approvals granted in September 2023 include Transit Oriented Communities incentives to permit a larger structure than otherwise allowed by zoning rules. Artisan Realty Advisors would set aside 26 apartments as deed-restricted extremely low-income affordable housing in exchange for the incentives.
Gensler is designing the approximately 286-foot-tall building, which would be clad in brick, metal and glass, and include amenities such as a fitness center, a podium-level amenity deck, a business center, and a rooftop lounge.
The appeal from the Sound Factory across Selma Avenue continued a fight last seen before the City Planning Commission in late 2023. The owner of the Sound Factory contends that noise from the project's construction and operations would disrupt the use of the recording studio, as well as alleging numerous errors in the project's environmental review. A staff response once again recommended denial of the appeal, noted that the vibrations expected from the construction process would be temporary and project noise does not rise to a level of significant under the California Environmental Quality Act. Likewise, while the Sound Factory has previously been described as a "historic" property, a staff letter notes that this claim was made in error, as it is a neighboring property that has been identified as a potential historic resource.
The staff report also acknowledge the Sound Factory's location in close proximity to similar large developments that have been built in recent years. The site is located one block to the east of a stretch of hotels developed by Relevant Group.
