The Los Angeles City Council has voted to uphold the approval of a proposed mixed-use apartment complex in Encino.
The project from Benelisha Group, Inc., approved earlier this year by the City Planning Commission for a site at 16610 W. Ventura Boulevard, calls for the construction of a five-story building featuring 45 studio, one-, and two-bedroom apartments above 3,400 square feet of ground-floor commercial space and a two-level, 57-car subterranean parking garage.
Approvals granted by the Planning Commission include density bonus incentives to permit a larger building than zoning rules would otherwise allow. In exchange, eight of the new apartments must be set aside for rent as affordable housing at the very low-income level.

While the project was technically faced with an appeal from the Encino Property Owners Association, the vote to uphold the approval of the project was formality, as Benelisha Group and their opponent had resolved the issue prior to the hearing. The developer agreed to accept conditions regarding construction impacts, vehicular circulation, and parking in exchange for withdrawal of the appeal. Nonetheless, City staff declined to formally incorporate the conditions requested by the EPOA into their own approval letter.
