The Los Angeles City Council has voted to consider leasing a recently-completed apartment building in Harvard Heights to serve as either interim or permanent supportive housing.
The property, located at 1540-1544 St. Andrews Place, is a four-story building described as featuring 44 furnished apartments, as well as a ground-floor office, an enclosed courtyard, and on-site amenities. A certificate of occupancy for the property was issued in 2023.
The proposal, which comes from 10th District Councilmember Heather Hutt, was initiated via a motion introduced in 2023, which described the building as an opportunity to manage the requirements of a settlement agreement win the LA Alliance for Human Rights lawsuit. That agreement requires the city providing enough shelter beds to accommodate 60 percent of the city's unhoused population by 2027. At the time the motion introduced, the city was nearly 5,000 beds short of reaching that goal.
According to Hutt's motion, the property owner has offered to lease the property with an option to purchase at any time during said lease with advance notice of 60 days.
The proposal will require analysis by the City Administrative Officer, the Housing Department,a nd the Department of General Services to determine if the arrangement is viable.
