Developer Linc Housing Corp. has commenced construction on its third affordable housing complex in the unincorporated community of Willowbrook.
Seaglass, located at 12611 S. Willowbrook Avenue, will consist of a three-story structure featuring 50 one-bedroom homes for renters earning up to 30 percent of the area median-income level and a two-bedroom apartment for an on-site manager. The project site was formerly home to the Drew Child Development Center, which has since relocated to space in Linc Housing's Springhaven development nearby.
“The beginning of construction for Seaglass apartments is a milestone in creating new homes and community for people experiencing homelessness,” said Los Angeles County Supervisor Holly Mitchell in a news release. “Housing with wraparound services is what brings people out of homelessness and into stability. I am excited for this newest Linc development in the 2nd district and for the partnership with the County to increase housing opportunities in the Willowbrook neighborhood.”
D33 Design & Planning is the architect attached to the project, which will rise next door the Mosaic Gardens apartments also built by Linc Housing. The design is described as complementing the modern farmhouse look of its neighbor, and will connect to the existing structure with a shared outdoor space flanked with amenities.
In addition to housing, Seaglass will incorporate laundry facilities, a community garden, a dog run, and offices and meeting rooms for case management services. Funding for the project comes from various government sources.
Walton Construction is the general contractor for the project, which is slated to open for residents in late 2026.
