Developer Millennium Partners is switching up its entitlement strategy in an effort to transform a strip mall on the eastern edge of Beverly Hills with a high-rise residential development.
In early 2025, the New York-based firm filed an application with the City of Beverly Hills seeking approvals to redevelop a property 8300 Wilshire Boulevard with a 34-story tower called The Eastern. That initial plan called for a total of 249 residential units above 10,574 square feet of ground-floor restaurant space and a 473-car garage.
According to a letter from city officials to a representative of the project, Millennium Partners had initially sought a slew of discretionary approvals, including a zone change and general plan amendment and a development agreement. However, in mid-2025 the project pivoted to the use of AB 2011, a state bill passed in 2022 which allows for residential uses to be developed on commercially-zoned land.
Following additional back-and-forth between the city and the development team, the project arrived at its current plan, which calls for a reduction in the total amount of housing to 211 one-, two-, and three-bedroom homes with ground-floor restaurant space. The amount of parking proposed would remain unchanged, despite the reduction in total density.
To qualify for the use of AB 2011 and other development incentives, The Eastern would include 32 units of very low- and moderate-income affordable housing. That represents an increase from the 22 affordable units proposed in the original plan.

Handel Architects remains the architect for the tower, while Rios is serving as landscape architect. Plans show a contemporary glass-and-steel tower rising approximately 434 feet in height, with terrace decks that gradually pare back to give the building a curved silhouette.
The project's name references its potential status as an eastern bookend to the Wilshire corridor through Beverly Hills. Several high-rise buildings are also under construction at the western side of the city as part of the $5-billion One Beverly Hills development.
Prior work from Millennium Partners in Los Angeles include the never-built Hollywood Center complex next to Capitol Records and a proposed mid-rise office tower along Sunset Boulevard.
