Developer Mehdi Mossazadeh is changing up his plans for an already-approved multifamily residential building near the US-101 Freeway in East Hollywood, according to an application recently submitted to the Los Angeles Department of City Planning.
In 2019, Mossazadeh applied for and received entitlements for the construction of a six-story apartment complex at 5430-5438 Virginia Avenue with 65 residential units above parking for 47 vehicles. Project approvals included Transit Oriented Communities incentives to permit a larger building than allowed by zoning rules, in exchange for providing seven units of deed-restricted affordable housing at the extremely low-income level.
A revised application submitted recently to the Planning Department signals that the developer is taking advantage of recent changes to state law - including AB 2097. Revised plans call for removing all ground-level parking, leaving 24 spaces in a basement garage. Instead, two residential units will be relocated to the first floor of the building. Likewise, plans call for the addition of 13 recreation rooms, complete with kitchens and bathrooms, which appear to be eligible for conversion into accessory dwelling units.
Maly Architects is designing the revised project, according to plans included with the filing. A rendering portrays the finished product as a contemporary podium-type structure.
Mossazadeh has also received approvals for a similar 31-unit development just south of Wilshire Boulevard in Westwood.
