At the intersection of Leeward Avenue and Hoover Street in Westlake, exterior finishes are emerging for a new mixed-use apartment building from developer Albert Ganjian.

The project, which replaced a tire shop at 719 S. Hoover Street, is a six-story building that will feature 38 apartments when completed. Plans also call for approximately 1,000 square feet of ground-floor retail space and a 19-car garage.

Approved plans rely upon Transit Oriented Communities incentives to permit a larger structure than otherwise allowed by zoning rules. In exchange, four of the new apartments are to be set aside for rent as deed-restricted affordable housing.

AFCO Design is designing the stucco-clad building, which will include a rooftop amenity deck.

The apartment complex sits directly on Westlake's border with Koreatown, and joins a handful of similar developments which have recently been built along the Hoover Street corridor - most notably, the 25-story Kurve on Wilshire development a short walk to the north.
