A staff report to the Santa Monica Architectural Review Board offers a look at updated plans for a proposed affordable housing complex at the former site of Parking Structure 3.

The project at 1318 4th Street, which is being developed by EAH Housing, calls for the construction of a six-story building featuring 122 studio, one-, two-, and three-bedroom apartments above  ground-floor commercial space and subterranean parking for 116 vehicles.

Per the terms of an agreement with the City of Santa Monica, EAH is to reserve the new apartments for individuals and families earning at or below 30 and 80 percent of the area median income level. Additionally, 50 apartments will serve as permanent supportive housing.

VTBS Architects is designing the project, which is to be clad in cement panels and aluminum screens.

The contemporary design concept is centered around its primary outdoor space, natural lighting, passive ventilation, and a subtle variety in depth and texture," reads the staff report. "The project is organized in streamlined rows and checkered panel screenings among recessed windows along the building façade. The ground floor is set back and proposed at a height that aligns with the height of the abutting retail store to the south of the property and contains large sections of transparent building materials for ground level visibility."

Other members of the project team include Epstein & Associates, AMJ Construction Management, California Housing Partnership, and The Lynch Group, Inc.

EAH is expected to break ground on 1318 4th Street by Winter 2027 and complete work on the project by 2029. The estimated cost for the development is $123 million, likely making it the first affordable or supportive housing development in Los Angeles County to cost more than $1 million per dwelling unit.
