Inglewood moves forward with $261M transit and mobility overhaul near SoFi Stadium

The Inglewood City Council has selected a private-sector partner for the construction of new transportation and public realm improvements to connect the K Line with SoFi Stadium, the Kia Forum, and Intuit Dome.

Elevate Inglewood Development Corporation - a consortium which includes Plenary Americas, Swinerton, and Walter P. Moore - will be responsible for delivering the $261-million project, which is funded entirely through grants from the State of California and Metro. In addition to serving the roughly 60 major events which occur at the city's venues, the improvements are expected to also help with transportation during the 2028 Summer Olympics.

"Inglewood has proven what can be accomplished when we set our sights high," said Mayor James T. Butts, Jr. "This agreement caps our cost, and construction is funded through a partnership with the State and Metro — using grant dollars we competed for and won, and not a dime from the General Fund. When the world arrives in 2028, Inglewood will have the downtown transit capacity to meet the moment, and our residents will have it long after the world goes home."

The project will include the construction of three new mobility hubs, the largest of which will sit at the intersection of Florence Avenue and Market Street, and connect to the K Line's Downtown Inglewood Station with a pedestrian bridge. The new facility will include multiple bus bays and parking facilities. 

The downtown hub will rise on the site of a shopping center previously home to numerous businesses. City officials have indicated that in addition to state relocation benefits, grants of up to $250,000 are being made available to displaced businesses to help them relocate within the downtown area.

Smaller mobility hubs are also planned at other sites along Market Street and near the C Line. Also included in the project are plans for new hardscape and landscaping, wayfinding, street furniture, lighting, and traffic controls along the Market, Manchester, and Queen Street. Likewise, travel to and from those hubs will be aided through the implementation of event-day bus lanes running north-to south, connecting with both the K and the C Lines. 

Streetscape improvements along Market, Manchester, and Queen are on track to begin in November and be completed over approximately two months. Other components of the project, including bus lanes and signal upgrades, are expected to occur in 2027.

Streetscape improvements and bus lanes were not the first choice for solving game-day mobility between the K Line and Inglewood's sports venues. The City initially proposed the construction of a grade-separated people mover system, which despite attracting well over $1 billion in funding, fell apart in 2024 in the face of political opposition. The new project is designed so as to not preclude the construction of a people mover, should funding become available at some point in the future.
